Notice of Intent to Adopt a Mitigated Negative Declaration and Notice of Public Meeting Highline Water Pipeline Repair Project
NOTICE IS HEREBY GIVENÂ that the Montecito Water District (MWD), as lead agency, has completed an Initial Study/Mitigated Negative Declaration (IS/MND) and invites public comments on the adequacy and completeness of the environmental analysis described in the IS/MND. The Draft IS/MND will be available for public review and comment for a 21-day public review period from November 13, 2018 to December 3, 2018. The IS/MND was submitted to State Clearinghouse and a shortened review requested pursuant to Section 15105(d). Project Description:Â MWD proposes to construct and operate the Highline Water Pipeline Repair Project to provide for permanent infrastructure restoration of the water conveyance system at three (3) sites within the Montecito Planning Area, Santa Barbara County, California. The three sites are: Site A (Cold Springs Creek), Site B (San Ysidro Creek), and Site C (Romero Canyon Creek). The project would involve the permanent repair of a 14-inch steel potable water transmission main (highline) servicing the community of Montecito and would replace temporary emergency repairs currently in place. The permanent repairs are needed to ensure no disruption in water service for firefighting and domestic water users within the District. The permanent repairs would involve an open trench excavation of each pipeline corridor across each of the creeks totaling 12-feet in width with an additional 8-feet for side cast and stockpiling. The depth of the excavation would total 7-feet for Site A, 7-feet for Site B, and 17-feet for Site C. Once excavated, the water main would be installed at the base of the trench and would be protected via the installation of a concrete pipe encasement structure under the streambed. The new water main segments would be connected to the existing intact water main above the streambed.

Environmental Review Findings:Â MWD prepared a Draft IS/MND pursuant to the requirements of the California Environmental Quality Act. Based on the discussion and analysis provided in the Draft IS/MND, it is anticipated that the proposed project would not cause any significant adverse impacts on the environment with inclusion of mitigation measures for the following: biology, cultural, geology, hydrology, noise, tribal and cultural resources, and utilities. Further, the three sites are not included on any lists of hazardous waste or disposal sites as enumerated under Section 65962.5 of the California Government Code.
